    Only on portions, and that is what is left after the generous deductions available to the rich (they used to be called “loopholes”.If they can claim long term capital gains, they get a rate on those that is lower than everyone except the very lowest earners. And it doesn’t matter how much they make via capital gainsIf we were to implement a flat tax with the limited deductions that come with it, the rich would be paying more in actual dollars than they do now.

    Think about it. everyone know the wealthy control the politicians. If a flat tax was beneficial to the rich, we would already have one.
