   I’m with you on that! I had a tobacco/pot smoking foster mom behemoth living next door for 2 years. Her & her 2 y.o. foster child screamed at each other constantly (I believe the child was winning.)! Management did zip. Finally, she skipped in the middle of the night & left the apt. in a mess.
