    Tribal council determines. There have been court cases in the northwest where members dismissed from tribe even though they were full blooded descendents lost appeals in federal courts because the decision is up to the tribal council and not science. If you think it is DNA, what percent do you read is the determining factor?

    Actually, those here now were not the first wave of immigrants across the Aleutians. Also, tribal laws decide who is a member of “Native American” tribes and DNA is not a requirement in most situations. There are no doubt as many or more people with “Native American” DNA not members of tribes or allowed to call themselves Native than members in good standing with tribes.
