A couple years ago here, someone did a study of legislators who were registered in more than one state. About 20 were and 95% of them were Republicans. It did do a bit of good to quiet disenfranchisement plans. Nothing actually illegal. They had moved here and they were never removed from the old voter records. GOP actually learned to try a different way.

Actually the north was becoming less and less accepting of the compromises, but, either way, Congress was quickly becoming dominated by non-slave-owning states and would have ended slavery by law or Constitutional amendment. Then, at least most of the south would have seceded.
and for taxes, the combination was actually the overall compromise
