    Almost looks like the powers the Hood has. (From the 60s British Supermarionation show, Thunderbirds.) Glowing yellow eyes, compulsion — very similar.

    The hats could simply have been evidence in many of Tracy’s cases. Most of them involve some sort of assault on him. The hats could be borrowed from the evidence room.
