Actually, what the site owner says is true. Most sites use an ad service like Doubleclick, which is owned by Google. These services will randomly serve up a selection of ads when you visit a site. The site owner usually has little control over them, other than setting broad preferences and complaining about specific ads once they appear.
The ad services should check the ads before they serve them, but all to often they don’t, Doubleclick used to be particularly bad for this.

I love the art, it reminds me a bit of Carlos Ezquerra’s work. He was one of the original artists on Judge Dredd, which was heavily influenced by Dick Tracey. I believe he still draws it occasionally.
As has been pointed out, the US steel industry is unable to produce large volumes at competitive prices largely due to the historic reluctance to upgrade profitable facilities, which are now too outdated to compete. Those manufacturers who did update largely manufacture the specialist steels that the Chinese are still incapable of manufacturing to the required quality.
Incidentally US petroleum refineries have a similar problem. Many older refineries have had little more than necessary safety updates. They have the benefit of a captive market, however.
And the US coal industry will never be able to match the Chinese in price, they struggle to compete with Australia, which it the preferred foreign source of the Chinese. Incidentally as soon as they get the Zambian & Zimbabwean coal mines operating at volume, I suspect China will switch to them. They already control them.
