No! Obama is the one who is like a dictator. On Friday, June 15, 2012, he announced that the DREAM Act is law, unilaterally bypassing Congress. Congress is the law-making body. For a bill to become law, a 51% majority must approve of it in each house (the House of Reps and the Senate) and then it goes to the President. The President can sign it into law or he can veto it. If he vetoes it, it returns to Congress and Congress must have a 2/3 majority approve of it in order to bypass the President’s veto and sign it into law. So in either case you must have Congress, and Obama decided he doesn’t have to follow the rules (something he always talks about). When he does this, then we no longer live in a democracy.
