They’re lucky the fountain is even on. If the mall were struggling, it would be shut off. Maybe the fountain is the only thing making money.
Most public fountains (at least, the ones I have encountered) get cleaned out regularly and the proceeds donated to a charity. There should be signs saying which one. So make a little wish, have a little fun, do a little good.
