Artist Joe Staton and writer Mike Curtis co-author "Dick Tracy," the classic comic strip distributed by Tribune Media Services.
Created by Chester Gould in 1931, "Dick Tracy" is one of America's most-enduring pop-cultural icons, noteworthy for its steadfast, chisel-jawed hero and the gruesome gallery of villains he and his fearless team of Crimestoppers must outwit to put behind bars.
When longtime "Dick Tracy" artist and writer Dick Locher retired from the strip after 32 years of meritorious service, fans Staton and Curtis jumped at the chance to don the yellow fedora and trench coat. Staton has been drawing comic books for many years and has more than 1,000 credits under his belt. Curtis, who has been writing comics since 1986, is the only former law-enforcement officer to work on "Dick Tracy." Both creators are excited about the new--and dangerous--adventures they have in store for Dick Tracy and his Crimestoppers.

From yesterday: Det. Dan Done, as I understand it someone can be held for psychiatric evaluation for 72 hours. And while Tellum may not be clinically insane, he’s given Dick good reason to think he’s a danger to himself.
With the way Tellum is doped up, you’d think Dick would want some medical help to deal with him. Lots of nasty things could happen to Tellum now—convulsions for one, and choking to death on his own vomit.
Good story today, and great artwork.

As a long time fan of Dick Tracy (since the late fifties) the artwork, and storylines in this strip rivals Chester Gould’s. Congradulations to Staton and Curtis for saving Dick Tracy!

Cuff him, Tracy! And then take him in for questioning and medical/psychiatric observation. Tellum either ’fesses up or stews in the slam or a hospital/asylum.

Oh, I hope so. Abuse of Class II and III drugs such as oxycodone and hydrocodone is increasingly becoming a serious problem, and would make for a very topical Tracy crime (strangely, Gould himself has had Tracy deal with forged prescriptions in 1943 with Laffy Smith). I’d love to see this crime updated and tackled by the current team.

Psychiatric observation is limited to a seventy-two hour period, and it’s meant for actual psychiatric observation. Afterward the detainee is either released or held for some reasonable cause—I think the legal standard is “presents an immediate danger to himself or the community,” and the case is heard by a judge An involuntary commitment (resulting from a legal action) has to be reviewed every six months by an independent psychiatric authority. A cop can’t arrest someone and hold them indefinitely on the excuse that they acted crazy.

Ya know when I see Tracy looking this good (second to last panel) I can’t help but think how cool an animated feature film or DVD would look.

I think the strip is trying to use Terry v. Ohio, 392 U.S. 1, 27 (1968) but is confusing reasonable suspicion with probable cause as reasonable suspicion on its own does not allow an arrest.
