It was not Disksen who said it. IIRC, It was a newly elected Calif Senator with an Asian name.
Yes, thank you Wikipedia. It was S. I. Hayakawa, US senator from Jan 1977 to Jan 1983. Although it seems to be attributed to Disksen, I remember when Hayakawa said it shortly after becoming a senator.
