Juneau, Alaska is a better bet, Dookie bird.
Juneau only has sunshine 30% of the year, along with 58.33 inches of rain.

    re: Pike

Unfortunately, Portland is worse. Seattle has both less rain and fewer cloudy days. I worked in Pot City for a time and one of the guys kept track of sunless days. The first January I was there had 23 days without a sunbreak. The cloud layer normally sits about 1000 feet or so and it mists heavily for 8 to 10 months.

That could be either Maine or Oregon, to name two states.

Oregon is like two Eastern states. There’s no sales tax, just like Delaware. You also can’t pump your own gas, just like New Jersey.

A little obscure for those of us who don’t know anything about Portland. How many Portlands are there, anyway?

An idle mind on a Sunday morning. (truncating not rounding)
The urban area of Juneau is 12 square miles. Rain fall is 58.33 inches or 4.8608333…feet.
    5280 × 5280 × 12 x 4.8608333… = 1,626,147,072 ft^3
The cube root of 1,626,147,072 ft^3 is 1175.9439 ft

That’s a cube of water whose sides are 3.2665 U.S. football fields in length including end zones or 2.6132 Canadian football fields including end zones. ( 360 feet and 450 feet respectively) dumped on urban Juneau per year.
The average American uses 23.52777…. cubic feet of water per day.
    1,626,147,072 / 23.52777… = 2,938,608.55162 days of water for one average American.

That’s only enough water for 8,050.98 Americans for one year.
The overall population of Juneau in 2011 was estimated at 32,164 by the U.S. Census Bureau.
It’s a good thing that Juneau’s total area is just under that of Rhode Island and Delaware combined at 3,255 square miles.
