Actually it means “engulfing” or “submerging” …
I would say Agnes is normally the whelmee, especially at school…. even if she would like to picture herself as the whelmer.

I would say nuts… you beat me to the definition for Whelm – all due to my being distracted by the word Whence when on my way to Whelm. …
.
but that would mean I was distracted for 19 hours or so………I don’t think so…. :)
