It is policy everywhere – a matter of priorities. Property crimes on an individual scale are usually misdemeanors, violent crimes are almost always felonies.
Likelihood of harm comes from the incident that brought the mutt to the attention of police. Was he a thief, grabbing and fleeing, or did he threaten with a weapon? A purse snatcher or a rapist? A burglar or a home invader?
My first apartment was on the second floor. One evening I was just lounging around reading when somebody tried the doorknob. I retrieved the bayonet the previous tenant had left under the bed and waited silently. They went away after a moment and I put the bayonet back… better that way.
