I’m thinking this is a ref to GHWB as VP. I don’t recall him doing very much smiling. Marginalized by Reagan’s White House staff, he was, indeed, a grumpy old poop.
I always thought Poppy Bush must have been frustrated as VP. There he was, former head of the CIA, a finger in every pie, knowing all the world leaders, knowing and understanding everything that was going on, and working under Ronald Reagan, who knew only what he read in the Reader’s Digest in 1964, blindsided by everything coming down the pike, getting through it with a smile and a funny story.
