There is the theory that the best government would be the one that’s the most bureaucratic. The idea is that their paperwork would be so complex and impossible to complete that they’d never be able to authorize the start of a war. This goes along with the definition that a “government” is any organization that has the legal right to kill people. If a government’s bureaucracy prevents the government’s killing, then war becomes impossible. Granted, people would object strongly, because most of them really want their government to kill people, but that’s what bureaucrats are good at blocking.
