Yea, I think the source has me the more confused then the strip.
I believe what this is trying to state is that Obama has laid himself out really thin and is getting no return on any investment despite the amount of them. The biggest was the most foolish - Israel and Iran (even though they have no immediate relation since the Israel thing is really with Palestine and Iran is completely different).
But the shoe thing is old-school. That goes back to bugs bunny cartoons and before. Just when you think you actually got something, you end up with nothing but trash and lost bait (also commonly a flat spare tire.. totally useless). The problem for me is that boot looked too good. It should have been ratty with holes and such. But that’s just nit-picking.
