Are these blind men feeling their faces or a greeting gone awry? (Left hands for shaking, right hands for slapping?) A bit of mutual carrot & stick diplomacy?

Which is why I’m a little puzzled by this ‘toon. Is it attempting to show duplicity from both parties as they’re shaking with their left hands; slapping each other by one threatening sanctions or worse while the other ignores resolutions etc.

    Or is it a hug?

The ponytail…hmmm, it is indeed odd. But then how odd must other cultures view our faux pax in representing their nations’ stereotypes?
