Make it EVERY state, crack down on actual narcotics and dangerous drugs like meth, opiates, PCP, and illegal use of prescription drugs like Oxycontin (jail Rush like he demanded for years for everyone else but him!) and cut the cost and waste of the actual “war on drugs”, by over 80%, and end incarceration overkill!. And, start jailing with long sentences only those at the TOP of the food chain making the big bucks (even some pharmaceutical company CEOs and board members for example) for a change instead of the users they’re keeping on the hook.
