You have to read the package. The one I bought stated that the clear plastic wrappers were 100% biodegradable with a decomposition rate of 3 months. Apparently, enzymes and funguses find them tasty.

The paper wrapped straws at the convenient stores are often nasty looking, clearly having had things spilled on them and then dried out again.
