   That last part seems to insinuate that he can. Maybe what he means is that he can’t bring them back to life. He can only raise then into a zombie like undead status.

   you know there’s a lot of work-arounds for those limitations. Can’t kill anyone – just wish them to the top of Mt Everest naked, or to bottom of the deepest part of the Pacific Ocean. Can’t make anyone fall in love – but how about falling in Lust? (course then it wouldn’t be a G rated movie) Can’t raise the dead – the Genie actually insinuates that he can, he just doesn’t like to.Can’t have more than 3 wishes – The Genie never actually says that you can’t have more, he just says don’t wish for more. A slight but significant difference.
