    In the original book, the Winged Monkeys could only be summoned by wearing a Golden Cap and chanting an incantation—and it only worked three times per wearer. (You can see the Witch waving the Golden Cap around in The Movie when she’s angry about the snowstorm overpowering the poppies.) So they don’t actually work for her, it’s more of a freelance gig. It seems Lio has found another way to command the monkeys.
