Way, way, way back that lack of empathy was a survival trait. In times of famine your life might depend on taking food from the neighbor tribe. Xenophobia followed by having enough empathy to know the neighbor tribe would do the same to you.
All throughout history communities have had strict moral codes for dealing with “one’s own kind” while doing whatever to the Other. The progress of civilization is to increase the scope of “one’s own kind”. Failures abound.
