You are right that it was not badly worded. According to Jonathan Gruber, a consultant for the writers of the ACA it was a deliberate attempt to extort the states into setting up their own exchanges in order to get the Federal benefits. They did not anticipate so many states not buying into this for fear that the Feds would pull the benefits at the first opportunity.
