I think this is an advertisement for a cartoon movie. It says “Produced by Carter Studios” and “Cinecolor” and “Millenia-Pictures” sounds like a movie-company.
Even Schulz himself had the fee up to something aroud 20c in the later years of peanuts.

I think the explanation is not too difficult: Those who created the mutagenic virus knew these comics an thought it to be funny to give the mutants the shapes of the comic figures. The topsiders then would be typical 1950s parents who mostly hated comics. Watch out for a Roadrunner.
Actually quite a famous song in the 1930s with Bertold Brecht involved and all that. The Beggar´s Opera was widely played in Germany until the Nazis took over.
