I always felt that the best villains are the ones who actually have a point. The ones who are “wrong for the right reason” so to speak. Simple greed just doesn’t give the sense that they’re an actual character.
That’s why the Operative from “Serenity” was far scarier than Darth Vader. He was a so convinced in the rightness of his cause, that he was utterly ruthless in fighting for said cause.
