It seems to me that dogs were just props in this strip; Nancy and Sluggo didn’t seem to have any attachment to them – not like Orphan Annie and Sandy.
This strip drags.
Rover, on the other hand, seems to have firm ideas as to where he wants to go.

Mr Bushmiller, may he rest in peace, should be a beacon of hope to all persons with absolutely no artistic aptitude or sense of humor that they can have a long and successful career as a cartoonist. Pour out a glass of tap water for his memory.
