waiting to catch the bigger fish

I’ll feel relieved when the conviction start pouring in.

He may seem slow, but he’s methodical and making sure that what he catches stays caught, and is not one to tip his hand prematurely.

He sure shut up the crowd that claimed that nobody was charged with sedition. Until they were.

This is how successful prosecutions against crime families proceed. Go after the little fish and work your way up. As the little fish decide to talk, thinking that such talk will mitigate their own punishment, the bigger fish are exposed.

^^^Hey Garland, how about cooking a sample of what you have in that bucket? You might get a few of the bigger ones willing to jump into your net in the hope that they will be put in a Fed fish farm for a short time and then be released earlier than the elusive trophies out there.

It also will motivate those watching. They will believe that there’s a pro on the dock who could compete with the best when he wants to show who is better.
