While his views on race seemed to have softened somewhat over the years, I’m unaware of him ever expressing regret over voting against civil rights legislation.

But it was his own party that had more resistance to it. It was a comment to disprove an argument above that republicans (at the time) were against the CRA. - As to the Bush mistakes?
