Boehner isn’t acting alone, he has the full support of McConnell and the ability to twist “filibuster” to a far more egregious twist of the Constitution than the “recess” issue. When it comes to “we the people”, Republicans have been AWOL for a long time. If they were actually subject to the UCMJ, they’d all be court martialed and serving time in Leavenworth by now.
