Was the American Rescue Plan enough? Of course not. But the things that got cut out were over the objection of the PROgressives and if Lisa thinks it isn’t enough, BLAME IT ON THE MODERATE DEMOCRATS and, even more so, the conservatives.
Oh, and that money for state and local governments is money to OPEN SCHOOLS SAFELY, and help with accelerating the delivery and logistics of vaccines — all things that help REAL AMERICANS, not the corporate welfare and tax giveaways to the few richest elites at the top like the law passed by Trump, that Lisa championed, that cost just as much, but REDISTRIBUTED middle class wealth from working people to the rich and blew a hole in the deficit, as every economist predicted.
Of the $1.9T in the American Rescue Act, $350B will go to state and local governments. The vast sum of the remaining $1.55T will benefit individuals and families. Here is the breakdown:

My understanding is: (1) Ms Benson, as usual, misrepresents the difference between the stimulus amounts individuals get and the stimulus amounts local & state governments get, the rationale being that local & state governments have the crucial institutional knowedge and the infrastructure to administer their stimulus funds to the greater benefit of their respective citizens & woe betide them if they don’t administer those funds completely and correctly and (2) again, Ms Benson incorrectly & deliberately implies that the stimulus funds are courtesy of the Democratic Party, which is simply not true.
The funds are what should have been distributed & spent a year ago, but weren’t distributed due to Trump’s knowingly lying to everyone that, one day soon, the Covid-19 pandemic would simply, magically, miraculously, illogically . . . disappear! Instead, we have lost more than 435,000 people to Covid-19 and we’re STILL COUNTING!
Only a liar, a drunk, a lunatic, or a damned fool would claim that we’re not now playing catch-up due to the malfeasance, misfeasance, non-feasance, venality, mendacity, arrogance, double-dealing, and hypocrisy of Trump and the GOP Leadershit from Day One.
