The difference is that one of them has a 1 in a million (or so) chance of causing injury maybe unto death, and the PURPOSE is to help. The other one is about equally bad (I’m guessing: How many cop-citizen interactions degenerate into shooting?) and the PURPOSE is to help. Hmm.
The real problem is that we already know exactly which group is most at risk in the second sort of interaction, and we STILL insist on putting them at risk. Neither fair nor good policy.
