Luthor appearently one time had a computer created to deduce the secret identity of Superman. It concluded who Superman should be and Luthor dismissed the idea believing no one with the Man of Steel’s powers would want a weaker appearing identity. Basically Luthor’s saying nobody wants to believe Clark is Superman.
I thought I read another that said when he was dressed as Superman that he’d vibrate slightly, blurring his appearance slightly. I might be mistaken though.

Ive always thought that the most unbelievable thing about the whole Superman story is the concept of a ‘mild mannered reporter’
