Look like government beavers to me.. good luck in trying to get them to look busy. All proud members of BFA (Beavers for America) a strong union, that has rules about when to be busy.
This looks a variation of a comic I’ve seen before, except the other one cows or something. This one works better because they’re supposedly busy beavers.
