hey Devil, you could do the same thing for a legit company, make a legit income, not have to look for the police and STILL be as miserable as your co-workers.
We have been led to believe that Polar Vortex has the odd quirk that he must sit with air conditioning blowing full force on him at all times, yet here he is warming up with a steaming cup of coffee.
After a long buildup about Pitchblende, we suddenly switch back to the drug dealing scheme.
And who are the customers Vortex needs to relate to, the children he is trying to get hooked? His drugged out playground pushers? Oh well, I suppose hiring a complete stranger from a coffee shop for a criminal enterprise is as logical as anything else.
Perhaps it is Layfayette. If so, he will have a personal reason to bring to justice the man who gassed and kidnapped his daughter.
Oh, and off topic, I predict that Kandicane’s baby will come on Christmas.

Piotr’s ostensibly fortuitous “find” in panel 3, as he enjoys his out-of-office hot coffee, is likely engineered by the MCU: Lafayette Austin, as several commenters above have suggested, seems highly likely. How Devil’s part in the Volkov Affair will play out remains to be seen, but I do think she would welcome any assistance Austin could provide….
