complications arise when parents send in their children to pick up the mail from across the counter , or the children take it upon themselves to go pick up the mail across the counter and it gets lost (then the parents hold the Postal Service responsible for it) , or an estranged spouse or ex-spouse get handed the mail (which could have sensitive legal complications) that is not even addressed to them, personally . you can imagine the legal complications for any of that which can only be prevented by insisting that whoever has the key for that box is the one who gets that mail.the post office is not in the business of determining who in the family is entitled to the mail. If someone moves out of a house where previously they shared a post office box, and they want THEIR mail, their options are take out another box in their name or put in a change of address card to wherever you want the mail delivered

let’s say daddy has the kids for the weekend and he wants to see who is sending mail to the ex spouse or he wants to get a check sent to her or sensitive mail that is addressed to her. so, daddy , who doesn’t have a box key sends in a child to pick up the mail from across the counter . the postal employee just hands the mail across the counter, as has been the habit for years, to any member of the family. then the ex-wife, who still has the box key comes in and finds her check or her legal papers have been handed across the counter to their ex.

The United States Code says that postage stamps imprinted with the flag are illegal. It’s in section 8(i):4 U.S.C. Chapter 1, §8.(i) The flag should never be used for advertising purposes in any manner whatsoever. It should not be embroidered on such articles as cushions or handkerchiefs and the like, printed or otherwise impressed on paper napkins or boxes or anything that is designed for temporary use and discard. Advertising signs should not be fastened to a staff or halyard from which the flag is flown.I can’t think of many things that are more for “temporary use and discard” than a stamp.

Actually it makes sense. The Postal Service doesn’t want to have clerks get your mail from your box because it would waste a lot of labor. They also don’t want to risk delivering it to the wrong person. If you take the sign out of the context of box service, it makes no sense at all.
