There is no controlling of the internet, it is way too diverse. Only turning it completely down would work, and that’s just way too drastic.

The whole jist of this toon is activism. Whether people realize it or not signing on-line petitions and calling your congressman has an effect on what types of legislation they pass. As my friend posted on her facebook:
