You can see a horizontal line above the stack of papers in panel 1, and just a hint of one in panel 2, so I think the window is supposed to be “there” the whole time, but was left undrawn so as not to interfere with the dialogue.
As for the switch from day to night between 3 and 4, it wouldn’t be a colorist’s error, since Stantis would have blacked-in the sky around the moon himself. Probably just Herrimanesque surrealism (nods to the shifting landscape of Kokonino Kounty are not uncommon here).

Ignorance has never stopped FOX pundits, Limbaugh, Beck nor Palin, Bachmann nor Perry before.

How did it go from day to night in one panel? Or is Winslow stalling for time?

BTW, did Kevin get a new office with a window? I thought he had chosen one underground?

Note the addition of the window in panel 3, even though they have not moved…

Wolf Blitzer does know about the Middle East. He was a long-time correspondent for the Jerusalem Post.

It’s daytime in the third panel and nighttime in the fourth panel.
