    Most of the bills that Clinton signed were passed by Gingrich’s Republican Congress.

    tower, nice try, but the fundamental philosophy was Republican from the beginning; the Laffer Curve, “trickle down,” cutting taxes on the rich, and borrow-and-spend were all Reagan principles. All have failed utterly, by any objective standard, but that hasn’t stopped the Tea Party Republicans and George W. Bush from continuing to use them as excuses to give themselves and their donors more cash in hand.You have a point in that Clinton, despite GOP hatred for him, was arguably one of the more successful Republican presidents, and one of the reasons he was so hated by the GOP was that he used their methods of fundraising: including appealing to corporations and the rich, which meant his actions were going to reflect that as well.

    The big jump in SS taxes was Reagan & the Democratic Congress. They wanted to build up a surplus to cover when the boomers retire. Both Parties in Congress & the White House have borrowed it ever since.
