Irregular Webcomic imagines that it really is the Nigerian Finance Minister sending these, as a way to raise money for his government.
Wikipedia’s article on Irregular Webcomic (since deleted) once said, “This character is male, although Nigeria’s real finance minister was a woman when the character was introduced.” I rephrased that sentence to avoid an hilarious misunderstanding.
