Is Janis on concerned because she has never tipped the busboy?

Yes, that is correct. If a restaurant (in the United States) has a bussing staff, it is expected that the wait staff will tip out the buss staff at 10%. (Or it was in my day. I’ve slept since then.)
But the buss staff gets (at least) minimum wage, whereas the wait staff does not.
