For me Elwood was deceived by his friend and he really paid the zircon as if it were a natural diamond.

If Elwood was really a rich man, he can’t be so gullible to buy a 15,000$ ring without any guarantee that he’s buying the real thing, so that’s a point towards being fake. But he also might be really rich and sensible enough not to buy such an expensive ring for a girl that might not accept it, so he bought a fake one and forged the lie.
