Neither of these people could have horns on their hearts!The comic writer (who may or may not be the artist) OBVIOUSLY didn’t pay attention at all to what he wrote before!
Why would anyone think this was a mistake? The meaning is completely obvious. First she is stating an ideal, next she is stating a reality. Very simple.
