‘666 guy’ lobbying is legal in this country and all those lobbyists are now pushing their special interest with each and every member of Congress.
That is not something that any President can unilaterally end. Presidents have a bully pulpit that can have an effect and they can lead by example. However, Congress is too addicted to special interest money to stop without a major intervention … like not being re-elected, IMHO.
