When Covid began, we were dealing with a new disease and information developed about it as time went on. What Fauci said in the first week was amended as new information developed. That does not constitute lying. It’s just that rethinking your opinion to include new facts is a skill Republicans have not yet developed. There were people who did plan ahead for the event that a plague developed.

The Obama administration established White House’s National Security Council Directorate for Global Health Security and Biodefense after the Ebola epidemic of 2014. It’s mission was to do everything possible within the vast powers and resources of the U.S. government to prepare for the next disease outbreak and prevent it from becoming an epidemic or pandemic. They set up clinics in hot spots all over the world, whose job was to monitor the local situation and immediately send for adequate help to contain any threat. One of those clinics was in the Chinese province where Covid originated.

One year later, the Trump White House dissolved the office, as part of the budget cuts needed when he cut taxes. It’s impossible to assess the full impact of the 2018 decision to disband the White House office responsible for this work, but it is clear that eliminating the office contributed to the federal government’s sluggish domestic response. What’s especially concerning about the absence of this office today is that it was originally set up because a previous epidemic made the need for it quite clear. It is fascinating that the GOP keeps calling Fauci a liar, without any proof (only thing I have read is he said masked were not indicated and then changed his mind when the facts changed, which is called science, not dogma), but the GOP still genuflects to Lord Trump who has never stopped lying since reaching adulthood. He said COVID was no worse than the flu and would be gone in a few weeks, AFTER he was told the opposite.
