It is long past time to stop using the common wealth of the nation to support indefensible construction in zones known to be at severe risk of devastating natural and human activity enhanced weather phenomena. If you build your house on a sand spit, it should be wholly your problem if/When it washes out to sea.
Florida is basically a huge sandbar in the Caribbean in the most vulnerable hurricane zone. Sure is nice for a hillbilly holiday but no way it is a good place to live, unless you are a mosquito.

A lot of money is made marketing and selling real estate on sand bars along the coast of Florida. Counties make a lot of money taxing homeowners that build on those sandbars. Not much is going to change.
