In my experience if the city can find out who’s driving (and they always know) the driver has to pay.

Several years ago some of us got caught by the flashtraps multiple times (going and coming to work) before we caught onto what exactly was happening!
My state only recently passed legislation allowing these types of traps, and supposedly even now they’re only for work zones and such. The state police unions have been vehemently opposed to allowing machines to take over their jobs.
They make nice covers for license plates that diffract the view of the plate away when the picture is not taken from straight behind the vehicle.
