There are good reasons for host countries to require refugees to somehow “prove” their bona fides¹. And very good reasons not to take very long at the process. And difficult choices about how, and how hard to work at doing it right.
And do we REALLY want to spend a lot of effort regularizing something that we hope/wish² will be a one-off occurrence?
¹ Ranging from “filter out terrorists” to “only for the truly needy” by way of dozens of other things.
² As global warming becomes more of a problem, I can’t really see how the nations with land above sea level, sufficient food, decent or better infrastructure, etc. will avoid the need to accept refugees, either directly from warming or from the wars that will be caused by warlords trying to control diminished resources.
