Blame the “Child Molester Rule” (aka Hastert Rule). The 2013 Gang of Eight bill legalizing dreamers got 67 votes in the Senate, but wasn’t introduced in the GOP-controlled House lest it pass with the overwhelming support of Democrats and a minority of Republicans.
