The knowledge that attacking us with conventional forces will surely fail will — presuming people are sane (a high bar) — prevent us from ever being attacked by conventional forces. Of course, spending more on anti-hacking efforts and prevention of mass murders also makes a lot of sense, but it’s not mentioned here.
