Presidential libraries are built with money from private donations, not tax money. But, once built, they are maintained with tax money. Since Trump is diverting most of the money people have sent in to help him overturn the election into his own pocket, it is quite likely he would do the same with any donations to a library. The only reason to think that it would ever be funded is his ego, and there are some pretty solid indications that he may no longer be able to afford to finance that ego.

His library will only tweets and video clips.
